You mean WR for 17 year old's outside of Africa right? There definitely has been a faster Ethiopian or Kenyan at this age. Off the top of my head Selemon Barega ran 12:55 for 5k at 17 which would be a 7:45 3k split.
If by outdated you mean hasn’t changed at all in years - then yes. Entire group does the same workouts regardless of event, or time of year. There’s a published case study of Stewy’s training over the course of a year and you can see there’s essentially no periodization outside of the last month or so of the season. Which probably explains why MTC traditionally does poorly at major champs.

Jakob does the same training for majority of the year as well. Same with Nordas. They only make a small change leading into championship races, just like Stewy and MTC.
Maybe but you must know that african age based records need to be taken with a grain of salt for reasons that are well known.
Barega was running 70-80mpw while running all year at 7700-9000 feet. I agree some ages are off, but Myers is relatively low mileage and his best event is the 1500 not 3000. He’s not training to be the greatest ever in distance races, like a lot of the young Africans. It’s not really shocking that while he compares extremely favorably at the 1500, they’d fare better at 3000 and up.

it is crazy how many fast 17/18 year olds are showing up these days. Even with the most generous super shoe Bo is you want to apply Jacob, Laros, Myers and a couple others are just off the charts.

Barega ranked 5 at World Championship 2017 at the age 16.
So the challenge of "reasoning" by age is quite high.
