Marathons with a net downhill of a certain amount should definitely not be eligible for time qualifiers. An entire industry of "Boston-qualifier marathons" have popped up that have diluted the challenge of qualifying for Boston. It's a bit of joke now. But it's an absolute money train for some of these races, so they won't change the qualification procedure.
I think NYC should do whatever they want to fill their field, whether it's more or less time qualifiers. That's their prerogative. The time qualifier program went from a nice little backdoor entry to a complete free-for-all and I can understand why they are ending it after this year. IMO their main priority should be making the race more affordable or creating a "development program" incentive for faster runners.
The big marathons have increased in popularity because of post-Covid running return, social media, and the "experience" and adoration of running a marathon. You got lots of people that have no clue what the heck they are getting into when they sign up for the marathon, but instead just are chasing the experience and some social media engagement. You don't see the same growth with halfs and smaller races, many of those are still stagnant in terms of applicants. The big races in my city actually saw a decrease in finishers from 2022 to 2023 or only modest growth.
