You have to understand that the US is a very young nation just like Dubai in the United Arab Emirates. While Dubai dates back to 1095 but developed just in the last 60 years with the oil exploration.
The USA expanded quickly after 1850ies with the discovery of gold. So the US is basically a fancy trailer park. Dubai, skipped that step and went straight from fisher village to glamorous destination in the last 20 years.

American cities were built for the people who live there, Dubai was built for people to live there. You could take a small rural area and turn it into Dubai 2.0 if you had sufficient backing and capital.
Why are American cities so dirty and ugly on contrast?
Actually visit Dubai and see if you leave with warm and fuzzy feelings about what a wonderful city it is. Good chance: You won't. A few things:
- 10 times bigger than it needs to be. No "center." Urban sprawl at its very finest.
- Very, very expensive.
- Those icky Gulf demographics: A small number of rich citizens, none of whom can have dirty jobs, and a massive number "lesser" foreign workers who stand little or no chance of ever becoming citizens. Now, is that a better situation than where most of them came from? Sure. But the Emiratis aren't doing that out of kindness (just greed and haughtiness), and socially, it's creepy and gross.
- But yes, there are a LOT of impressive tall buildings, and it's pretty clean. Does that constitute nirvana?

You obviously haven’t seen the labour camps in Dubai where there are literally thousands of workers living in much worse conditions than trailer parks. These workers are the ones who keep the city running and get paid pittance.

3) Do you support politicians who could NOT fix the problem (or probably even try), but ARE playing leading or supporting roles in destroying the political and moral basis of ALL of the country - urban, rural, and everything in-between?

This is basically exactly right. I worked in Qatar for 3 years which is very similar to Dubai and this is what happens. Their passports are taken away. Even for myself as Westerner, although I was able to keep my passport I had to actually pay to have a special stamp in my passport allowing me to leave the country whenever I wished.

It’s nice looking city but this is true. I’ve visited Dubai once but am not interested in returning. There are essentials 3 classes of people in the UAE - the citizens, the “professional” foreigners (finance, teachers, airline crews), and the migrant workers who are heavily exploited and subjected to egregious human rights violations. Many are from Bangladesh, India, Philippines.
