I was surprised to see that there are a LOT of track meets this Saturday. I count 13 decent size invitationals on prepcaltrack just in the southern section (I don't know if there are a lot more elsewhere, but that site focuses on SS). Looks like the central areas will get more active next week. Hard to tell what teams and of those which individuals will compete, but I would imagine the top runners aiming for CIF sectionals or state finals may not compete just yet. Still there is enough action so that interesting things like a second tier runner making a big jump will show up.
I am not a coach, so I don't know the rules involved, but I do see other sections have been having meets and time trials in Feb., like:

From looking at the earlier results, these seem like the "Winter Championships" where everyone is technically running "Unattached" or as a club. So that means teams can't compete, but can teams practice? Also, is the rule for when a team can actually compete different for SS than other sections?
It looks like any team or teams can hold something like a track meet whenever they want, it is just that sometimes during the year it can't be as the school team (or use school resources?) Is that correct?
Of course the "California Winter Championships" seems to blow the rules out of the water, because that is technically statewide, and a large track meet, and even though the athletes are running "Unattached", it sure seems to be organized through the schools, not the individuals. So what is the point of them running "Unattached"? If it simply is because "Outdoor season hasn't started yet," that seems dumb. Athletes are obviously still training and competing. Seems like a rule for rules sake, and ignoring the reality that some athletes will want to train through the year. Because, you know, that's how you get better.
I get that some schools do not have the resources to allow for training all year round, and thus would be at a disadvantage to those schools that do. But I am not a fan of bringing everyone down to a lowest common denominator, especially during critical years of development, and those resources are available. Maybe that's unfair, but compared to the unfairness of St John Bosco and Mater Dei's football team rosters, it seems an odd argument to make.
This was a while ago… but Buchanan boys team is deep. They have 4 nonseniors under 4:30. Also another guy who ran a 15:33 at the state meet. Clovis East had an insane top 3 (and none of those guys were seniors, but Spradling did not race).
