Valencia is late enough that doubling back from the olympics is possible. Whether it would be possible to get fit for a wr attempt, IDK, but the olympic champion could win Valencia as well.

Anyone interested in a world record won't be in Paris.
I think Valencia in 2024 will be great but not because of this bonus. Valencia is a great marathon for someone who runs the Olympics to come back to as there is a lot more time to get ready for it than the other fall marathons.
2024 Berlin will have a watered down field because of the Olympics but I don't think this bonus will impact things much at all.I think most guys / gals realize they have almost no shot of the world record. Who honestly thinks they can run 2:00:35? Kiptum, maybe Kipchoge and Kiplimo? For the women, 2:11:53 is even more unrealstic. Only 46 women in history have even run one half marathon under that pace (65:57). 423 men have run a half at 60:17 or faster.
On Sunday, on a PERFECT day for running, those guy went out in 60:35 in Valencia and they all ran positive splits when they would have have had to break 60:00 for the 2nd half to get the WR.
If I'm Kiptum and I win the Olympics, I might want to celebrate a bit and relax - not try to bang out another marathon. He could go to Valencia in 2025.

I predict Chicago is going to take the biggest hit I bet. If you run the Olympics and want another payday NYC/Valencia are great ways to go. They'll get big names and guys like Bashir Abdi, Abdi Nageeye, Gabriel Geay, Tadese Tola, Kiptum, Lemma, the 3rd Kenyan, Victor Kiplangat etc. Not all of those guys are going to do one or the other, and how many will DNF the Olympics?
Berlin will have a good shot of recruiting a fast group of Ethiopians/Kenyans who are good, but miss out on selection (e.g. Kandie, Mutiso, Kiprutos, Wolde, Deso, Bekele). Chicago will go for the same guys, and maybe they can wrest away some of them (helps if they are a past champion or Nike athlete). They often end up with pretty shallow fields and it should be compounded by it earlyish timing and the Olympics. If Bekele misses out, I think he'll be at Chicago with maybe 1-2 guys in the sub-2:05 range, but potential for him to get a signature victory.

2024 for Kiptum: wins Rotterdam, Olympics, Valencia. Kipchoge goes home devastated.

Plenty of time in between to do both if they want to Mid August for Olympic Marathon Early December for Valencia.
We will probably see Tigest Assefa in Valencia trying to lower her Record, and for the Men Jacob Kiplimo and Every One who has run a Fast Half Marathon for Men and Women as well as great 5 and 10k Runners in Debut, The Talent and Depth will be off the Charts.
Also dont forget The New Kenyan and Ethiopian stars that keep coming in huge numbers.
If Tigest Assefa runs look for her to be the first Woman to run sub 5 Minutes The Whole Marathon, I believe 2:11.07 would be exactly 5 Minute Pace, she had A LOT left in Berlin ran a negative split by flying the last 10k I Say LOW 2:10 or dare I say possibly UNDER 2:10
Valencia is almost 4 months later, that's plenty of time. And the olympics will likely be somewhat tactical for the top guys, so they won't be as gassed as a normal sub 2:03 type of race for those top few guys.
