They have already been doing this many years - Mostly distance. Not like the old days when both programs were really good in Track and Field. They both have been a shell of themselves for many many years sadly. Poorly run

I don't see this happening. Small school shenanigans (like having a distance only team while benefitting from full track and field scholarship allotments) are surprisingly hard to eliminate with the current structure of NCAA because there's a lot more small schools to vote against you and generally cause a ruckus -even if it would be a sensible thing to eliminate.
Now most of the powers schools can simply mobilize a bunch of NIL money if they want an overinflated distance roster anyways, so why fight the small schools in voting/meetings where it's an even playing field when you can simply overpower them with $$$.
It’s not a shocking hire, guy is a Sooner legend, went to high school in Oklahoma. It’s not like he’s 25 or something.

To each their own. I've talked to several folks that I respect in the sport and none of them saw that hire coming. Once again, he may knock it out the park, and I hope he does. Just because he's an OU great still doesn't mean it wasn't an unexpected hire. Would you had guessed it would be him and be honest?
XC scholarships should be separate from Track scholarships! There is no reason for XC to be a subset of track...
I agree but probably for a different reason than you're thinking. XC athletes are also an extra cost to track and field. XC gets their own budget and season then get to be funded by the track and field budget. At least in many of the scenarios I have seen.
Well I am now and will continue to vote against rule changes like those as long as I can.
Why would you want to vote against a rule that made XC scholarships separate from Track scholarships? I thought you were a sprint coach?

Most programs aren't fully funded. So imagine when you add 6 more scholarships only for cross country what might happen to those schools who don't fully fund their track team. The richer, bigger schools have the resources to cover 24W/18M scholarships across xc and track.
The bigger schools will tell you it's helping xc because they're able to bring on more kids, but they are pulling a bait and switch. This will only further widen the gap between power 5 schools and mid majors. They might tell you a sob story about how "so many kids miss out because we don't have enough scholarships! Gasp!"
For instance, my school has 8 men's scholarships and 13 women's. If they aren't willing to provide the max scholarship as it stands what do you think happens to the additional 6 for xc? Where do you think that scholarship comes from? Track. Speed and power schools are just trying to find more money for speed and power events and can ignore xc completely. It opens them up another couple of scholarships they were using for their mid distance talent. Also, what determines that a kid is only xc? You can roster a 100m runner in xc if you want and claim he was hurt all fall and couldn't compete in an 8k. The whole idea is flawed.
For the record, this new rule would hurt more than one event group. It would just allow schools like USC and LSU to finally bring on top distance talent more consistently.
Is this published somewhere? Where Oregon State is abandoning their track team and going all in on distance? I’m sure that’s news to their coaching staff. They have built a respectable, balanced track team. Even with their move to WCC, I don’t see them all of a sudden cutting 35 Female athletes and coaches.
It’s ridiculous to make such a statement as if it’s fact. WSU is also not going all distance. These are facts. I’ve spoken with both coaches and staff members. Not happening.
