Estimates of the number of transgender collegiate athletes range from about 4,600 to less than 40. This uncertainty stems from systemic transphobia and gaps in how the National Collegiate Athletic Association (NCAA) operates....
"The most scrutinized regulation is the one that states trans women cannot join any collegiate women’s swim team unless a blood test indicates their testosterone level in serum is below 10 nmol/L. This is based on guidelines released by the International Olympic Committee (IOC) in 2015. In 2021, the IOC released revised guidelines that eliminated testosterone thresholds and gave the governing body of each sport freedom to create their own regulations. “At the time the 10 nanomoles per liter was set because we thought that was the lower level for men. We know now that they go down to seven and women can be higher as well. Agreeing on another number is almost impossible and possibly irrelevant. You can debate that endlessly,” Dr. Richard Budgett, the IOC’s medical and science director, said in an interview with The Guardian. “I think the threat to women’s sport has probably been overstated,” he continued, and stressed that governing bodies should allow as many women as possible to compete and acknowledge “trans women are women.”"
If the top IOC officials can admit that this fear is overblown and there isn't a great way to define testosterone limits for this stuff then it should be taken at face value from the top people in sport.
People hate trans women in the spotlight even if they've done all the needed things to compete at this level which the state and the sport demanded they do. For three years she competed in the men's division following these rules and now according to the rules she can compete with women. If that isn't fair and following the rules, I don't know what is.

But the new policy that the NCAA announced in January 2022 is one that phases in new and tighter rules and compliance with individual sports governing bodies' regulations in a gradual way over the next couple of years. Full implementation isn't scheduled to occur until 2024-25.

People are downvoting rather than engaging with the content of your post because most people who are at all informed about the contested issue of male inclusion in female sports believe that when the IOC came up with its current guidelines in 2021, it dropped the ball and threw up its hands in a most cowardly fashion in order to pander to the powerful, noisy activists and male supremacists who are demanding that males be allowed to use gender identity claims to get into female sports (and locker rooms).
Those of us who are well informed also know that Richard Budgett was speaking out of his arse when he gave that interview to the Guardian. What Budgett said about the relative natural T levels of males and females is baloney. Mansplaining baloney at that.
Blodgett's claim that "the threat to women's sport has probably been overstated" is IMO baloney, too.
As for the part where "he stressed that governing bodies should... acknowledge that 'trans women are women' " - many people disagree that sports governing bodies ought to do this. Lots of people think that recognizing and validating the opposite-sex gender idenitites that some males claim to have goes well beyond the remit of sports governing bodies.
