Based on the live broadcast we can conclude that one of the following happened:
1) She finished without getting lapped by Tsegay.
2) She DNFed.
I'm not sure which.
I guess you’d have to chalk it up to 70% being past her peak and ready for a break, 30% the challenge of being one of the “other” runners in a World Record race.
She split 14:18 pace for the first K, and was running more like 14:11 pace for a ~600m stretch. She wasn’t going to be able to split 8:26 at 3k, and once the field broke up it broke wide open, with large gaps to Taye, then Rengeruk, and then the rest. Gone was any psychological edge from being near the front of the race or having a chance at a fast time. Monson was in 5th place ahead of Lemlem Hailu and Tanaka with 300m to go, but like at USAs and the WC 5k she had no acceleration in the last lap.
A little overcooked at the end of a long season, very common and natural. Now she gets a break before gearing up for indoors and then becoming the first white woman under 30 for 10k in March.

Always an excuse when she and other women on that team blow it. Overcooked? Apparently the top finishers weren’t overcooked.
and regarding your last sentence - Is that actually a racist, age goal she should be striving for? March? Olympics are late summer. Will we be hearing the overcooked excuse next year too?
