If you look the stats on world athletics and wikipedia, its clearly that white women have more marks under 11 seconds (equivalent of the sub 10 for men) than if we compare the number of white men that run under 10 seconds. Also, the all time and record progression belongs to many white women. The question is: is it cultural or genetic?

It is because women’s athletics are not as competitive. They don’t have the depth so someone who is not quite as good relative to the absolute best can still get a little of the spotlight.

Fast white men have more lucrative options in other sports. The best sprinters on most high school teams, regardless of color, regard themselves as football/basketball/soccer players. They use track as a conditioning season.

Most young fast white guys pursue ball sports. They don’t think of track as a career option. They all think that they’ve got the goods to be pro at a ball sport until they don’t. Most of them quit sports altogether or become gym bros.
If you haven’t selected track as your pursuit by age 16 or so, then you don’t really have a chance of becoming elite.

We’re talking about sprints. It’s a power sport. Distance geeks have a bigger window and their discipline is more dependent on cardiovascular fitness. It can’t be that hard if soccer guys can pick it up that quickly.
