He might not be as good as Zouhair but he's definitely better than Shimales Abebe was and they still tripled him at indoor that year.
Leggesse is very aggressive with how he uses athletes at nationals. He tripled Jaquavious Harris as well and he was at the time nowhere near where Silva is now.
Even this year at indoor he ran the exact same team for both the 4x8 and DMR for both the prelim and final even though he had alternates that could've got them to the final when the DMR and 4x8 prelim are close together.
All of those relay guys also ran individual events this year at indoor and none of them made a final...The only one who even had a chance was Robeaux too.
Nobody disagrees that the talent is much greater this year than it was when Zouhair was at OCU but I don't think that matters much to Leggesse. He wants to max out on points and if he thinks that tripling three individual events is the way to go he's going to take that risk.
Keep in mind their decisions for outdoor two years ago as well. Shimales Abebe made a very difficult 5k/steeple double and Harris made a 800/5k/4x8 triple. That year weather lead to schedule changes which made the triple more doable but Legesse didn't know that would happen coming in. He would've ended up doing a triple that on day 2 involved an 800 at 1:30, a 4x8 at 5:10 and a 5k at 5:45. That doesn't seem too much less reasonable than a much better athlete (in comparison to where Harris was at the time) running the 1500/5k/10k triple.
Keep in mind Harris was unable to make his 800 final and there was a very legitimate possibility that if the schedule wasn't changed he would've missed the 5k final as well.
Abebe barely made it out with an All-American in the 5k and likely would've had worse results in both the 5k and steeple if there was a 5k prelim like most years.
I'm not arguing it would be smart to over race Silva but I think that Legesse is going to run Silva in as many events as he reasonably can.
