Correct answer is that decline is continuous and happens throughout the 20s, 30s, and 40s. A woman’s body is fertile starting a year or two after puberty, but the quality of her eggs and fertility potential improves until the early twenties and then declines thereafter, initially too slowly to matter in practice and then increasingly rapidly until she stops being fertile a few years before menopause.
As for physical attractiveness, it should be obvious that, after sexual development is complete, which is typically soon after puberty (but can continue until the late teens for some), the younger the prettier, but what men find sexually attractive is determined by societally learned conditioning — including age of consent laws and norms of societal acceptability — and is based on a good bit more than just physical beauty.
