The NCAA should not grant an exception though. if they just grant exceptions then nobody will follow the rules.

Having gone through agony on this very subject (getting enough women, in our case, to enough meets) this year, I empathize strongly.
We had enough individuals crap out on us that we had to locate not one but two additional last-minute meets--one of them after Conference. Not fun, but that's the coach's and compliance officer's job.
I emphasize the compliance officer because this is exactly one of the things that s/he is supposed to be tracking--granted that the coach has the ultimate responsibility.
Jordan Macintosh of Portland State was ranked 8th in the steeplechase in the West regional with a 8:39. But because of his coaches negligence he won’t be at regionals and therefore nationals. Portland State did not meet the requirement of racing at least 14 men at at least 8 meets over the course of the season. As a result, this young man’s promising collegiate career has been brought to an abrupt end. Discus.

14 men in 8 meets … teams don’t race as many meets as they used to, is this rule even relevant any more?
The 8 meets include Indoor.
Even still, it’s a truly sad situation.
It’s been a long time since I coached, but that form isn’t due to your conference until the end of the season. technically the season doesn’t end until after the NCAAs as some schools the NCAA Regional or Nationals is a countable meet.
You can also count a meet as more than one meet by doing a “Double Dual”. Since that forms isn’t due yet for the year, it’s not outside the rules for them to go back to one of the non-scores meets that they had 14 competitors and contact two other schools and agree to score two duals and that is now 2 countable meets.
Again, it’s been a long time but this is simply using the rules that are in place to your benefit. When I first started at Toledo we only had 15 women or so on the team so we had to be creative within the rules.
Also, if a runner DNF or FS or Fouls out, they count. Not sure if they can find that.
There’s still time to appeal this. Looks like one of the meets they had 13 athletes. Could potentially appeal that meet if someone was entered but didn’t compete due to illness/injury.
I definitely would exhaust all options as there’s still a week.

It's hard to field a team of sufficient size when athletes are quitting or hitting the portal in droves. The AD should be asking the coaching staff some hard questions about why they cannot keep enough athletes around? If you follow former PSU miler Katie Camarena, she has some things to say about the situation in Portland.
In addition, it’s to their AD and Athletics Department’s benefit to exhaust all appeals because this drops them to only 13 varsity sports and in violation of the 14-sport minimum. With IT and OT counting that gives them 15 which entitles the department for NCAA supplemental $$ for each sport over 14.

What's crazy is I see POrtland State competed at over 20 meets this year. Who in the hell even noticed they didtn't have 14 people and decided to call them out on it. Someone with an axe to grind or do you have to submit a form or something.
But this is a joke. The NCAA SHOULD NOT punish the athlete. The athlete qualified for NCAAs. Let him go. Period.
It's on the coach, compliance can't catch everything. Most people don't understand track at all and wouldn't be able to count the competing athletes.
All he had to do is find random students to go and throw the shot or run a 100m at some meets. Offer some team gear and you'd have dozens of kids lined up to do it.
Maybe it is on the coach but you clearly don't understand how the ncaa works if you think the coach could just "find some random students to go and throw the shot or run 100m".
Add. I think the Ncaa should allow this kid to run. It's not hurting anyone and the university is going to be penalized for this mistake even if the kid is allowed to run.
What's the penalty for not fielding the minimum amount of sports for D1? This debacle may have dropped the Vikings to only 13 sports (under the minimum 14 required). Do they get suspended from post-season play for a period of time or get dropped to D2 status?
