Good on the twitter account for pointing out the name of the actual real live girl who was pushed out of the final by including this boy in the wrong competition. I think there are some cynical activist types who would otherwise yell, "see, ze/zey/zir only got fourth! It just shows it's all fair and girls aren't automatically going to lose to other girls, er, non-gendered thingamajigs!"
But those people would be focusing on the wrong thing, and we track types know it isn't as simple as male vs female, exactly: i.e., at my best, as a mildly talented middle-to-long distance running man, I ran times that would be world class for a woman in perhaps four or five events, but could not have done so in distances farther removed from my area of talent, or in totally different events like the shot put or high jump, etc. What is very simple, though, is that if you include a boy in a girls event and he doesn't get dead last, one or more girls are having an opportunity stolen. It's harshest upon the girl who would have made finals but missed by one because a boy was allowed to run, but everyone behind this boy had a placing in the meet stolen from them. The boy is quoted as challenging defenders of female sports to "deal with it." We will, young man. We will.

Did the person meet the requirements according to the state's guidelines?
If yes, then it is legit.
You should suggest that the state implement stricter guidelines, not be mad at the competitor.

That's what is weirdest of all re: this particular case. Does this state federation just have a rule that says, "we don't even care, just compete against whichever gender you want"?

To the OP, it’s much more likely that a transman has a beard than a transwoman because of the testosterone.
Your ideal scenario would be a biological girl transitioning to male (using testosterone), growing a beard and bulging muscles, and still competing against girls because that’s his “birth gender.”
Think about that for a couple minutes and then realize that competing against your “birth gender” is asinine.
