I have unlimited resources, why do I have to just focus on one event at all?
In this scenario, the first thing I would do would be hire a bunch of event-specific assistant coaches. If resources are truly unlimited, I would also set up recruiting offices with a full-time staff in Eldoret, Kingston, and Oslo. Maybe hire some thugs to break the school's star wide receiver's hands while I'm at it. NCAA is all about recruiting, baby.

But you also said you go after sprints which insinuates a dozen guys in 100-200-400-4x1-4x4. So you didn't say the first person you go after. And there is no good answer even if one event, because I go after the best person first. What if one kid is better than any college guy in the throws or in distance? That is my first guy.

I asked what event group you would go after to start. I said the sprint events. This might sound crazy, but a 100 guy is also good at the 200 typically.
