Lapped athletes should stay to the inside unless otherwise specified in pre-race instructions. It’s better for the leader to go around than get tangled up (which is especially likely to happen outdoors).

I have a better idea, once a person or team is more than 20 meters back just pull them off the track. All that matters is 1st.

No. You do not know how many runners are behind you. If there is a pack of 5 behind you and you only move to lane 3, you have really screwed up the race if anyone is trying to pass in that pack.
Unless you are willing to move out to like lane 8, 20 meters in advance of when the runners get there, stay inside and let runners pass you. Maybe it cost someone a record by .0X seconds, but better that than costing someone the win who is trying to pass and gets tangled up because you tried to move out to lane 3 like a noob.
