A 2:17 East African is less desirable than a 2:28 British woman for London or a 2:28 American for Boston.

London doesn't turn down a 2:17 woman without a reason. My best guess: there's some smoke around her performance in Valencia and organisers don't want to take a chance
But London has no problem inviting Kelvin Kiptum.

It just goes to show how the Sports of Running is not treated as a Sports by Organisers. But will let thousands enter , even to those who are not serious about running. Anyone who runs sub 2:30 as a female should be given Pen- 1 slots unconditinonally as long as they pay the registration fee.
London would not accept a 2:07 US guy this year.
I'm not talking just about the time an athlete runs, it's whether there are plausible suspicions about the athlete. There was one athlete, who is now very high profile, who wasn't getting invites to WMMs earlier in their career despite good performances because there were strong suspicions about doping.

Therefore there is likely to be another reason e.g suspicion around previous recent performances. London marathon organisers tend to be very sensitive and do background checks in addition to the usual checks.
She doesnt have her visa.
If there is nothing besides a number game behind this, her prayers will likely be answered. There’re typically at least 2-3 withdrawals from any of these Majors. I suspect we’ll see her in Boston.

If they let in Genzebe Dibaba they can let this runner in…
Organisers are less concerned about historic doping suspicions, as is the case with Dibaba. What they're trying to avoid is a Boston 2021 situation. You're right though: if it's just about numbers, Teshome will land in either Boston or London. If she doesn't, then that there might be something going on in the background.
The other possibility is that her agent is doing an absolutely awful job for her
