Around 23.5-23.75. Nick Willis ran 3:29 and his all time best 200m was 23.0 FAT (he's quoted as saying this). 24.0 would be more like a 3:36/37 unless you're a super outlier.

In case anyone is interested I asked Nick a while back about Hobbs Kessler's 200m FAT also. He said they both had almost identical 200m times - this is comparing Nick's all time best 200m to what Hobb's current best is.
