I don't think 30 second reps with 30 second rest would help your athlete get better at longer workouts. I'd start with very controlled tempo runs and progression runs, start short and get a little longer each one for about 3 workouts. Like 2 mile controlled tempo up to 4 mile tempo and 3 mile progression up to 4 mile progression. Should be plenty for an 800 meter runner to get a decent base.
