AFAIK, the only genetic condition affecting 46,XX persons with female reproductive organs that could possibly cause androgens to be so elevated that an affected individual might have "the same levels of testosterone as a male" is congenital adrenal hyperplasia (CAH). CAH comes in two forms - classic (present in utero, often leading female babies to be born with genitals that look "virlized") and late-onset, which presents in childhood, adolescence or adulthood.
Only classic CAH in females is considered a DSD, because males with classic CAH are born with normal genitals for their sex and females with LOCAH are born with normal genitals for their sex too.
Both classic CAH and LOCAH are very serious health conditions that cause a host of problems for affected females and require heavy-duty medication and close monitoring to get their androgens and other hormones in normal range.
As with other conditions causing hyperandrogenism in females like PCOS, women and girls with CAH do not usually enjoy the sort of robust physical health and ability to achieve the tip-top physical fitness required to be a world-class international athlete competing at the highest levels. Though of course there might be rare exceptions. However, women with CAH and LOCAH do have all the usual female reproductive organs, and if they receive proper medical treatment, they can and often do conceive and bear children in the usual and customary ways.

Though many do have malformed, minuscule or missing penises along with empty, flattened scrotal sacs that might be regarded as outwardly resembling labia at birth. Some persons with these males DSDs who were born with their penises entirely missing might also have very shallow, blind-ending internal skin pouches that at first glance could be mistaken for vaginal openings.
Depending on the specific male DSD that these athletes have, some of the male DSD athletes who have won world championships and Olympic medals in women's sports make sperm and can father children. Former women's alpine World Cup ski champion Erik Schinegger of Austria (previously Erika) has fathered a daughter. The term "intersex" is a term used by the track and field community to describe a biological male whose penis didn’t grow. Semenya and about a dozen other current or former pro runners are known to have this condition.
The only "intersex" part of them is that their EXTERNAL sex organs appear female because their penis didn't grow because of a birth defect.

If she was a 100% biological female then at some point over the decade at least one photo would have been taken of her showing her pregnant with one of her three kids. As in "See? Our superstar Kenyan runner is in fact female."
