Why is that? Is PA just a weak overall state for the sport, or are they doing something in particular?
31 at the WPIAL meet is very strong, I'll give them that.
I'd argue some form of both. Pretty decent sized school in a well-off district, with parents who don't settle and often push their kids from the beginning. Kids often start out in their middle-school program and then move up. Solid coaching, great running/team culture. Money and availability of great training areas also help (not the inner-city streets of Pittsburgh, Allentown, or Philadelphia).
The same can be said for the main rivals the past few years from the east side of the state on the boys' side, La Salle...minus a direct feeder program unless you consider the entirety of the Philadelphia CYO cross country as a direct feeder.
Heres to hoping the lone hatboro horsham hatter can get the AAA boys victory. The boy from Butler looks mighty good, so it should be fun to see what happens.
Give me Manheim Township on the Men's side or for at least a top 3/5 finish. Coach Stover has to be one of the best coaches in the state. Brought the program back to where it was under legendary coach Terry Lee
NA has great coaching, tradition, places to train, etc... I agree with the earlier comments about the effect that strong parents from a well to do area can have on distance runners. It's no secret that elite high school distance runners seem to come out of the well to do areas and NA fits this description.

If you’re in the western part of PA then you gravitate towards that ONE program. In contrast there’s tons of big school programs in the east to choose from so the blue chippers get spread out amongst 10-15 teams in District 1.
District 1 and 3 loaded.. picking Woehlke followed by St. John Kettler and a pack of Cieslak, Rodriguez, McLean, Paci, DiCola, Kucler all in pursuit.. I don't think North Allegheny pulls it off, minor upset some other team, watch out for Manheim Township... Boys will be DiCola, Griffith, O'Brien, and Roden, etc. Not sure of team, thinking another surprise. or maybe North Penn runs away with it with North Allegheny, Twin Valley, Exeter. Such a fun state.

NA is public, right? Are you implying that they're recruiting, or that people are moving into the district so that their kids can run XC for them?

I get the sense that North Penn is basically NA's equivalent on the other side of the state. Really strong school in a well-off suburban area, lots of participation, lots of success in the Olympic sports.
One difference is that in the Western part of the state, everyone complains about how big NA is, but their graduating classes are "only" in the 600s whereas it looks like North Penn is over 1,000.
Do they still run WPIALs at Hartwood Acres? I ran at Hartwood back in the early 90s. It is located very near NA so they had a little bit of a home course advantage. Not that is rally mattered, anyway. They pretty much kicked @ss even back then. Coach was a guy named John Wilkie. I highly doubt he is still there, though.

Additionally it will be interesting to see how the teams and individuals who ran the foundation earlier in the year to those that have not. Should be a little more wide open this year than previous years, so it should be an exciting meet as always!

Not sure why anyone is talking about Exeter and Twin Valley. They were only 7th and 8th at the D3 meet and didn't qualify as teams for the state meet.
Apologies saw them on the bubble on mile split for the power rankings and checked the results after the post. Greencastle-Antrim who actually won district 3 doesn't have a true low stick, so it will be intriguing to see how they run at Hershey.
