Also (I can’t reply to the first post), Russia should be allowed to compete. If anything, Ukraine shouldn’t until they denounce the Azov and everyone who supports them. But American liberals will keep supporting Ukraine, even though they called President Trump a “literal Nazi” for all of his first 4 years.

The whole point of the Olympic project is to have sport transcend nationalist politics to build bridges between countries that are otherwise adversaries. IOC should not be banning countries for political reasons.
That being said, I have no reason to believe that Russia has done diddly squat to address its systemic doping program. If they are doping their biggest star of the winter Olympics (who isn't even old enough to drive), then you can be sure that the doping program is alive and well across Russian summer games athletes. And I would not be surprised to see the doping program accelerate in light of the internal political upheaval in Russia after the Ukraine invasion. Russian propaganda today makes the Potemkin villages look timid.
