Determines on how you define "best". Will he own most of the distance records during the peak of his powers window under BTC? Yes! He is efficient, is willing to put in the work and seems to respond to the work. BTC needs to make sure to continue to surround him with talent, U.S. or foreign. Will he walk away with the most world medals? No. Too competitive. But I think he continues to garner everyone's respect with how he races and how he comports himself. I do not see him needing to continue to the marathon and on the roads though. He is working on his Masters, will go on to work for a NGO or non-profit making our world better. If only he continued his podcast.
Paul chelimo and Galen Rupp are still so far ahead of Grant it will take him forever to catch up. No disrespect to Grant he’s and amazing athlete there’s just a long way to go for him and those are only the more recent American greats.
I agree and have no clue why you are getting downvoted. Fisher is an incredible talent and has a chance to become the US GOAT, but he has his work cut out for him. Rupp and Chelimo are still ahead of him, nevermind Lagat who is going to be almost impossible to dethrone.

Is it times then Fisher is already the GOAT.
Is it a combination of global medals and times then yes Fisher has his work cut out.
Global medals will be tough and are tougher now to win then when Rupp and Chelimo were in their prime.
Fisher has yet to reach his prime and has had a stellar year thus far.

Of course times matter too but Grant has not even broken 13 outdoors yet. His 12:53 on a banked moonbounce indoor track was interesting but anything short of an outdoor 5000 American record will be failing to reach his potential

Of course Fish could very well be sub 12:50 right now but until he RUNS it, it doesn't matter. Rupp was argued to be a 12:45 guy and only ended up breaking 13 a single time iirc

I didn't even count national records but maybe someone else can do that. Rupp still holds two (3k indoor, 2 mi indoor) and I believe Lagat has four (15 indoor, 1 mi indoor, 1500, 5k), but they both lowered the US marks by huge margins and broke their own (and each other's) records multiple times which should definitely factor into the GOAT discussion. By comparison, Fisher is currently sitting at three total, all of which are obviously still active (3k, 5k indoor, 10k).

A guy running 7:28 and 26:33 is going to break 12:50. You're right that it doesn't matter until Fisher actually runs the time, but it's not so much a matter of if he can as if he will. Farah and El G never broke 12:50 but it's not like they couldn't.
I've never seen people credit Rupp with 12:45, but his 12:58 is weak as hell. Anyone running 7:30i and 26:44 is low 12:50s material.
