When I read how it works, it reminded me kinda sorta of a double elimination tournament. First round winners advance to the winners bracket (the semi final), and first round losers have to play each other and possibly get eliminated (repechage).

They do it in a lot of combat sports like Taekwondo and Judo because they feel that if you lose to the eventual winner or silver medalist in the early rounds that you still should be able to fight for a chance of bronze.

That’s what the time qualifier is for. Adding an extra race won’t help at all. Nobody with a third qualifying heat in their legs is gonna medal.
