Well, there are almost 200 nations that have IAFF votes on that, and most of them seems to think that Eugene worked out great (for one I've heard nothing but praise for the marathon course and the various streams of it) so all Eugene has to do is apply again in a few years and it doesn't matter much what Seb Coe thinks if Eugene wins the vote.
It does make sense for him/IAAF to want more American cities to throw their hats into the ring though - just imagine what an early on tied east coast vs west coast double candidacy would do for pre-champs US marketing of that next T&A WC on US soil! :-)
That said I think the IAAF's and Seb's top priority is to bring the WC to Africa for the first time before he retires - exspect Morocco, Kenya or South Africa to be in that race. (The Soccer World cup has already been held in Africa once (2010) and that's a bigger "show" than T&A as it goes on for a whole month).

You are forgetting that there was no vote taken for Eugene. World Athletics just decided that they needed a World Championships in the States and awarded it to Eugene.

The world champs definitely shouldn't be held in Houston. Houston is very unwalkable city, traffic is horrible and it's in TX. Houston is a poster child of what's wrong with America making their infrastructure so car focused. Boston would be great, solid public transit, very walkable city and due to the marathon, a lot of casual running fans who would actually turn out to watch.

I noticed this running into him twice as we were leaving the upper sections and he was coming up from the track after medal ceremonies. As if he was afraid of the commoners. He and the VIPs looked and dressed the euro jet setting roles to the t. If was funny to see them squirming as the regular fans moved to their section to watch and cheer the medalists after the meet.
