Norah Jeruto has a 14:51 PB so running close to that would give her a solid shot

Are you talking about body weight? She is tiny. I do not understand the board's and most runner's obsession with body weight. Train to improve performance. Eat to improve performance. Your body weight will settle to whatever weight improves performance.
There is no competitive or elite runners alive who has to worry about weight gain if the above two conditions are met.
Increases in strength and power come from both increases in muscle size and neuromuscular adaptations. Most of the increases in strength & power initially come from neuromuscular adaptations, but these don't shut off completely after a certain number of days or sessions like some magic barrier.
Runners generally are very aerobically fit but also very physically weak. So saying someone is at some level of "extreme fitness" is misleading.

You CAN build strength and more importantly POWER while maintaining your current weight.
Is it ideal for maximizing strength and power? Of course not. Endurance athletes are not trying to maximize strength and power. They are trying to OPTIMIZE strength and power while conducting the more important endurance training.
The barriers are the same height as the intermediate hurdle barriers, just like the men's races. You want them to go over higher barriers than the 400m Hurdlers? Should the men move up to 39" barriers then?
