I'm close to Ritz's body type. I bet that with serious weightlifting and a very high protein diet, possibly including steroids, I could possibly get up to 140-150 lbs.

Most anyone can get buff with the right weight training and nutrition. Genetics plays a role in how quickly they build muscle and whether they peak at say 180, 220, 250 lbs etc. of total body weight with well under 15% fat, with the same level of dedicated effort and height. It’s fairly normal to put on 20 lbs of mostly lean mass in your first year of regular weight training and more than that cumulatively in subsequent years for young adults. It gets increasingly harder if you start in your 40s, 50s, or after, and being a distance runner will automatically place a crushing ceiling on your lean mass gains.

A lot of it depends on your frame. If you have relatively broad shoulders you could conceivably get pretty big even if you’re currently really skinny.
Honestly though, most distance runner types won’t look very good being buff. If you have a really thin frame a lot of muscle may not look good on it. If I were you I wouldn’t focus on getting too buff or bulky, I’d just add in 100-200 daily pushups along with your running.
Doing a mix of cardio and calisthenics daily is usually what works best for people who are built like distance runners and trying to maximize their looks.
Guys like him are world class distance runners because they are naturally small and light and lean. He will never be big. He could bulk up, add 50 lbs, and at 170-180 lbs is still not a big guy. Which would be huge for him
