Depends on whether you have an HR department and what the company policies are. Most places, they either won’t permit it or require disclosure. Even if they permit it, you’d need a way to broach the subject with her without making her feel uncomfortable, especially if she isn’t into you like you think, so it’s probably not worth it unless she makes the guest move and company policy permits it.

Next time she does the leaning over with the shirt thing, say "excuse me", and nonverbally gesture in some way that doesn't broadcast to others, and draw her attention to what she is doing. If she doesn't seem to get it then she's probably a bit clueless.

You are taking a big, big risk.
You both could be fired if there is a company policy that forbids it.
You will have a reputation as a guy who hits on the women who work under him. That could come back to haunt you even if you two live happily ever after.
She will get a reputation of sleeping her way to the top if she gets any promotion.
If it goes bad (and most relationships do not end up "happily ever after"), then it creates a potentially awkward situation.
What if your boss comes in one day and says you need to cut staff and the least senior needs to go and it is her?
What if the boss comes in and says you need to cut staff? Could you be objective? Oh, and let's say you keep her and fire someone else even if they are legit. You open yourself and the company up to potential litigation. And that is not going to look good if you both ever seek another job elsewhere.
Let's say it crashes and she is bitter and decides that you were using your position of power to coerce her into a sexual relationship. That plays out badly no matter how it ends. I suspect people your industry, like every industry, talk and gossip. How willing is another company going to hire you if they think you might put them in such a situation?
Running around keeping it a secret is draining. I dated a subordinate when I was young. Finally had to tell my boss about it. It was a relief in a way. But these were olden times too. No way that would be cool today.
Heck even dating a co-worker can be dicey not to mention if you are seeing each other every day at work and then most nights and weekends, maybe that is a little too much time together? (This is likely my bias coming through as I like separation between my work and private life.)
If it is something you want to legit pursue, then maybe one needs to leave at least that department. A transfer that will not hinder either's future seems logical. Some companies are big enough that being in a different chain of command is enough (depends on the company) although even then there could be a perception issue. At least you reduce the power imbalance. Of course one changing companies is probably way better. But then if it goes south, one of you might blame the other for having to leave.

She's not necessarily into you. She could just be an exhibitionist who gets off getting older guys like you hot and bothered. In the event that she is actually into you, you would be a fool to start something with her while she's working as your subordinate. If she's significantly younger than you, then what the hell are you thinking?

Sad that the world has devolved to a point that the one place you spend the most time (work) is the one place where relationships are the most frought with risk. Not talking about the OP who comes across as a little strange, just generally commenting. Politics and fear have made every human interaction a cost-benefit analysis based on rules that no one entirely understands.
