I didn't see any of them out there and I raced the heat before theirs. Pretty sure they were DNS. There was some issues with the timing and anyone DNS/DNF were all listed as DNF.
PS Also, a big "Huh?" to whoever down voted my original post asking what happened to Fulton, Hiltz and Ostrander. If you look at the results page, you'll see why I asked. As 20 Sec says, it's a mess.
How downhill is the course? I find it hard to believe he's running 3:51 if it's not aided substantially but the article said something about it being "slightly downhill."

The downhill would be about 1-2 seconds slower (closer to 1 second for sub 4), you could argue it being a road mile, it averages out to what you would expect on a flat/faster track.
I had forgotten about this race but back in the 90s it seemed like people ran unusually fast times there. It's aided and probably worth a few seconds. Still a great performance.
The down hill is very short, it’s flat for a majority of the race. I would argue that with it being a road and no spikes it probably evens out. Prakel has run 3:50 on in indoor track. It ties his personal best.
Didn't he also run a 146 800m pr recently? I feel like he was have a quietly consistent/good spring & summer and might grab a wc team spot, but unfortunately faded down the stretch in the us final.
