He’s 21. People often have massive improvements year-to-year at that age. The body is still developing and changes can happen rapidly.
You seem not to understand that fact yet thought it was OK to cast aspersions.

I think the 17 year old swede running 3:41.2 in the same race is a bit more impressive.
That Swede is also on the radar so please don't worry.
There’s a 20-year old American that improved from 3:44 to 3:37 over the last year that many LRers believe should immediately turn pro and start running marathons and maybe ultras after that.
There's also a MF American who improved his 1500 by 11 seconds last year with no testing,this year now that AIU are watching out for him he has basically stopped improving 🙄
