I’m sorry this is happening. Your sister needs to leave but she needs a solid plan before she does. As her brother you can help her set up that plan(doc appointment, shelter, bank account, lawyer, new job probably, new secret place to live) and keep it secret until it’s all in place. Once she leaves she will need your support because it will be the most vulnerable and dangerous time for her, for up to one year.

what’s important right now is not how to make him pay for what he does but her safety. Once she is free from him and safe, she will have regain her strength and will find a way to make him pay.

Newsflash: he is already ruining her life. He may have ties but being a woman beater is still disgraceful. He's trying to stay in the power seat but he wouldn't be making that threat if the first call didn't put heat on him

Yes, I agree with the above advice. Look into local shelters and refuges, see what's available to her. She could phone them up and find out, they will be best equipped to help her. If he is powerful then it's especially important she has these professionals as they will have encountered this situation before and know best how to help. They can work with her to formulate a plan so she can leave and the beating will stop.

There are two distinctively separate approaches to this. The first is going to require patience and proof. If she (and you) both fear for her immediate safety the only thing to do is get her out of there and find a place to lie low for a bit. Then go from there.

The second approach is one that I would probably default to, and that's gathering the troops (dads, uncles, friends), kicking down his front door and letting him know "what's up." The guy is a coward and a bully, so often all these types need is to know there is someone willing not put up with his crap. TBH, if it's my sister there would be little that could prevent me from sending that message. His threats are insignificant to the damage (short term and long, emotional and physical) that he's causing her.
