As long as he's actually in high school I think it would be a legit record regardless of his age. (I mean as long as someone isn't crazy old like 20 or 21) If he's happened to have graduated recently, then we start getting into the fuzzy area.
Here we go with the age thing again. The range of age for HS seniors is anywhere from 17 to 19. Granted, 19 is on the older side but if someone is in HS and sets a record while they're 19 years old, would that still not be a HS record?
What would make Flatt's record illegitimate isn't his age, it would be that it was set in a field that included professional and non-HS runners. I may be wrong but I was under the understanding that marks in fields that consistent of professional runners could not be considered for record purposes. It is akin to why Yared Nuguse's 1500 time this year that he ran in a field with professional runners can't be considered as a qualifying mark for the NCAA regional meet.

The NFHS is the national leader and advocate for high school athletics as well as fine and performing arts programs. Within our 51 member state associations, we serve 19,500 high schools and more than 12 million young people.
This would seem to indicate that it would not count:

That would mean half the highschool records wouldn't count. Such as Alan Webbs 3:53 and Lukas 8:29. That is why there are highschool only competition records no one cares about.
I would have a hard time giving equal rank to a HS record set by a 19 year old. For decades, the norm for hs competition was to age people out once they turned 19. About 10-15 years ago, a lot of states relaxed these age restrictions.
When Matthew Maton first broke 4 he was 19, had been kicked of his HS track team, and broke 4 in a race where everybody else was a collegiate or pro. It still went down as a sub 4 high school mile because he was enrolled in high school at the time.
I don't have anything against Maton, Flatt or other 19 year olds competing in HS but their accomplishments get an asterisk in terms of their all time high school ranking.

You are mistaken. Nuguse's performance wasn't counted for NCAA qualifying purposes because the meet didn't have enough events. It had nothing to do with having pro runners in his field.
