It's a perm. Fashion changes... in the '80s over-the-top styles were in. Suits with big shoulders, big hair, leotards, neon, crazy patterns. Everything was exaggerated and not very natural.
But yeah, I agree - I'm not a fan of that hairstyle!

Each generation wants to set themselves apart from their parents generation. This is just one example of the many hair styles over the years used to accomplish that.
There are regions in this country where this hairstyle is still popular to this day.
There's also a gal, in one of those areas, and I won't go there.

At some point in the 90s I think jankos became a thing....think bell bottoms on steroids.

Most people still weren't wearing seatbelts in the 1980s, so I can only assume it was a safety precaution.
It's why I like the opening credits to that HBO Max show Peacemaker. 80s hair metal, which I hated at the time, now sounds nostalgically good to my ears.
