Do you have a link to the results? That doesnt sound right at all. Even off of a super pedestrian pace there is no shot they closed in 47-48. That would be a full 2+ seconds faster than the fastest 1500 close ever.
According to OP, the 1200-1400 was 23 and the 1300-1500 was 24. 1300-1400 is overlapped in both distances. so really it implies a ~36 final 300, which is a little more believable than a 47/48 final 400.

I then did a little research and have found race video!!!
He indeed did run a 23.63 from 1200 to 1400. His final 300 was 35.82. I had his final 400 in an unofficial 51.6-7 - the final 200 was 24.92.

Probably worth noting that Abel Kipsang absolutely smoked Farken and Mechaal in a 1500 in Birmingham a couple weeks back

I usually avoid equating a kick in a 1500m race with 800m performance, but I will make an exception. R. Farken has a sub-1:45 outdoor 800m in him.

Deano was way off on his splits for Brazier’s 1500m close and ever since then I’ve disregarded his historical “splits” as tainted.
At Penn Relays in 2015 (maybe 2016?) Jordy Williamsz closed the last 200m in 22-high (can’t remember the exact split off the top of my head). Technically not a 1500m, though his last 1500m was a 4:00 or something like that.
For this one, I can definitively say you are looking at the wrong mark for his close. It's a weird track, but the correct spot is about 15 meters back. He ran more like 24-mid.
