Talent did not all of a sudden get reduced to the area around Newbury Park, CA. They are out competing the entire nation without drawing from the entire nation in the way that, say, the University of Oregon might. Even if they draw from several different high school districts like Camarillo, why are they beating the rest of the country combined, and pretty close to beating the rest of the country for the entire history of high school track and cross county? It's the program and coach, not the "talent."
We're talking about a current team with 3:58/8:33, 7:57/8:43, 8:39, 4:05/8:01, several others who have run sub-9 or 9-9:15, and another from two years ago at 7:56.97.
The all-time high school 3k list is already Newbury Park heavy with Nico Young, Lex Young, and the younger Sahlman (Aaron), with the elder ready to break the hs 3k record after his 8:33 and 3:58. Give credit where credit is due. They may not be competitive with St. Patrick's in Kenya but they would beat every distance team in U.S. high school history by a ton.
