Throw in fitness trackers, Strave, social media etc, also possibly in the case of GB middle-distance running, the import of foreign football players in to the Premier League, making other sports for the natves attractive again. It's ironic but the importing of West African footballers in to Europe has indirectly played a part in Europe again being competitive with East African middle-distance runners.

Clearly Grant Fisher isn’t a better runner than peak Galen, and neither is Marc Scott better than peak Mo Farah. This all being said, training is definitely getting better again as a whole, and I’m sure some(but not all) of the records are un-clean from a doping stand point, but I feel certain it’s better recovery technologies, in combination with better training, and shoes. It’s not just one factor.
Honestly Fisher might be getting to Galen's level this year even if nobody believes it yet. He just finished 5th in the Olympics in a stronger field than Galen has ever run in. Outside of his 2nd in '12, he was pretty consistently between 4th-8th place in World finals. Even if you believe its 1 second per 600, that lines up right with Galens 5k time as well. Wouldnt shock me to see him run in the 26:40s this year, altho I think Galen will always be a better 10k Time Trialer but Fisher may be better at 5k.
I think training techniques are more scientific and more refined than it ever has been before. Starting with young high schoolers, they are learning training tips that only the pros used to know, things like heart rate and lactic threshold training. They continue to refine their training as they progress and since their competitors are also improving, they have to rise above if they want to succeed. It is a confluence of everyone getting better together.

“Peak Galen” had TUEs coming out of his ears. He and “Peak Mo” had the same coach. In addition to the PEDs it’s the shoes and the tracks.
Not the shoes. Especially on the track, although I would say the cushioning in the Dragonflies do aid recovery which can lead to better training sessions, therefore faster races. But time wise are we really that much faster? Seb Coe, Steve Ovett would still be the class of the field in any 1500-Mile race. Heck, for some reason nobody in the world can run under Webb's mile time from 2007. Now depth wise, we are stronger than ever. I think that is mainly due to the information out there now days with the internet. Mentally people aren't afraid of times.

The elite 1500, 5k, and 10k times last year were slower than they were at points before super shoes.

Nuguse and Hobbs both had cheat super shoes. I don’t know who Morgan B. or what the third fastest joke is. The ncaa 5 and 10 times from last year are leaps and bounds faster than any other year. Look it up.
