I think all of us have been saying that for some time. How else does one interpret effectiveness metrics that are less than 100%.
The world is not generally binary. The vaccines have demonstrated effectiveness against sever outcomes, but they aren't perfect. Effectiveness against transmission is lower than sever outcomes, but is greater than zero. We've known all this since the second half of 2021. The paper you cite just explains why vaccines aren't generally very effective against transmission.
