So then probably move him up to the 5th spot. I think any one of the top 4 could've won Footlocker individually.

Its way more than half. Especially if you count states that have had multiple guys that could make their top seven.
I don't think you realize how many states haven't even had a guy break 9.

I just looked at the all time top ten( just the top ten) high school lists for the mile, two mile, 3k, 5k, and 10k. No less than 15 states were represented. There were would be plenty more if I had dug deeper or counted doubles in come states (Fisher and Ritz) for example in Michigan. Throw in Hocker-IN, Rheinhardt-FL, Solinsky-WI, Tebo-NM, Goucher-CO. Almost all these runner have PR's faster than NP number 1 guy, be it the mile or two mile. So they wouldn't have any problem making the top seven. Thats 20 states already and that's after a 30 sec google search. I'm sure there are way more states if you care to do the work. Maybe a better question is could NP beat an all CA team?
Fernandez, Jeff Nelson, Meb, Marc Davis, Cooper Teare, Ryan Hall.......whoever else you want to throw in.
Multiple guys from some states has nothing to do with the fact that 1/2 of the states have no runners who would have made their top 7.
I just gave you a list of twenty. I'm sure there are at least six more out there.

Thats 26 states that have had guys with pr's faster than NP #1. Also all of these states have had someone break 9:00 min for 3200.

We're talking about cross country here, right? Many sub-9 and sub 4:10 guys wouldn't make this team, just because they were much better on the track than on grass and dirt. Engels, for example, had a 5k PR of 15:33 and got 3rd at the NC state meet his senior year, so he obviously wouldn't be better than anybody on NP's all-time top 7.

Normally that would make sense. But we can't compare X-country times for obvious reasons unless they all ran the same course. So by default all we can compare is track times. I tend to agree with you though on the Engels thing.
I think there are very few states that do not have at least one guy that would make the team. There are some people I am missing, certainly and I stopped going when I realized I hit 25+:

Nothing wrong with this list, but Appleford runs 8:56 was was playing catchup this past fall with an illness and doesn't even make it. I gotta think he goes sub 15 on the state meet course. How far...no idea. But that's a deep Nasty 7 there. Would've been curious to see how Aschbrenner would've run without the 2020 track season being shortened due to COVID. That goes for NY too.
