If no one wears a mask, the number drops to 0%.
Sure, the waiters get exposed, but only to 10-20% of the total guests depending on how many servers there are.

I can at least understand why there is some controversy around vaccinations. There are potential risks and side effects, so even if it seems obvious to me that the benefits outweigh the cost, I can understand why people don't want to feel pressured into getting vaccinated.
I can't really understand why wearing masks is controversial at all. Putting on a mask for a few seconds requires next to zero effort and essentially carries no downside. Even if the benefit is minimal, the cost-benefit is still favorable because there is essentially zero cost. If a restaurant wants me to wear a mask for 10 seconds while I walk in the door and go to my table, complaining about it would take more time and effort than just doing what I'm asked by the private business whose property I am entering.

I am one of the individuals who developed covid mitigation measures in the workplace for a rather large employer.
Having researched how the virus is spread in ventilated spaces, the mask worn while in the proximity of other diners is a very good and prudent measure. Masks are particularly effective at blocking transmission generated from the wearer outward, and particularly if the wearer were to sneeze of cough or otherwise forcefully discharge particulate.
So if the wearer is wearing the mask while walking by and perhaps above seated diners, the mask could be very effective at reducing transmission in so doing.
And, of course, masks would need to be removed in order to eat, so once at the table, there are structural reasons to remove masks, though those same limitations are not present as diners are traveling to or from their tables.

Just get the jab and put that mask back on until the pandemic ends, then you can live your free life.
