Yes, he broke a rule. I dont think the consequence of breaking the rule should result in a DQ.

If the RULE is you are DQed for not wearing the correct shirt, then that is the rule.
Just like the RULE in the NFL is if you don't wear a jersey, you cannot play.
Just like the RULE in the NFL is holding is a 10 year penalty, not a disqualification.
Just like the RULE for stealing a candy bar isn't the death penalty.
Just like the RULE is if you take EPO and get caught, you are banned for 2 or 4 years. You aren't killed, you aren't given a parade, you aren't put in the stocks while people throw tomatoes at you, you are banned for 2-4 years per the RULE.
Your comment should be, "getting DQed for not wearing a particular shirt in XC is totally unfair and ridiculous." Because it is. Completely unfair.
Now, I haven't studied the rule, so perhaps there is no rule and they are arbitrarily making things up. But it doesn't sound like that is the case.
