Ironic, because based on what I saw, it appears Green moved to the rail to try to pass Kate Grace on the inside. She had no other reason to make that move. Had Green just tried to stay on Grace's shoulder, she would have had a clear path to the finish, and most likely would have been one of the two time qualifiers (even with the trip, she was just .10 off the 8th qualifier).
Green WAS moving to the inside, but Green WASN'T trying to pass Kate Grace. Kate Grace was far enough ahead of her so that Green's feet wouldn't hit Grace's feet.
All Green was trying to do was to run less distance by being next to the rail. When Green started to move inside there was still about 30 meters left on the turn, so maybe she saved a foot or two in less distance. (I realize that's not a lot, but it's something.)
In retrospect, yes, if Green had stayed where she was, most likely her time would have been at least .10 faster, and Green would have qualified on time. But with 130 meters to go, Green had no way of predicting her finishing time down to the 10th of a second.
