Not just Portland, per se, but the entire progressive Left Coast (Bay Area to Seattle, basically). Portland just happened to have a TV show made about it.
In short: An infantilized, over-educated middle class, using their abundant time and more than modest means to cast out for something "important" to be a part of. It was only a matter of time before they wandered into the middle of a game which they were far to naïve to comprehend, and which would ultimately imperil their taken for granted material security--of which, by the way, they were always hapless beneficiaries, never conscious architects.
Berkeley is a similar city; there are probably many other enclaves like it across the country. They ride the ripples of imperial prosperity, but miscast their minor distance from the Empire's epicenter as a more fundamental remove from it's orbit.
The result has been depressing, albeit entirely predictable.
