You're 17 and undertrained, so yes, you probably can. The answer is to run more.
When you are young you improve incredibly fast. The problem is, you can not always predict it. I remember your age, & my early 20's, as being a time of steady growth & then sudden jumps to a new level. Put in the work. Build a solid base & the times will come. Be patient.
Probably, as long as you increase your mileage gradually and don't get hurt. The half is likely to be the most difficult, partly because you haven't done enough miles yet and partly because outside factors like weather can make more of a difference.
You have those goals in the bag. By the end of the year if not sooner.

Increase your mileage, stay consistent and you'll get there, as long as you do it gradually enough that you don't get injured.
