400 splits don't cut it, unless you are running first leg. probably need to add close to a full second.

But 46.8 is nowhere near 45. I’d say most world class 800m runners are within a small deviation of 47 for the 400m today.
The 400/800 history is packed with runners could could beat 3:45 if they took a notion.

exactly. amos, who ran 44.9 in an open 400.
Kaki probably did not quite make the grade in the 400m. However, if he did, he destroyed the 1500m threshold. He ran on the NR 4x400m team of 3:04.00 at Addis (high altitude, another of several reasons to cast doubt on it), as well as 1:42.23 800m and 3:31.76 1500m.
Does anyone have a record of his split on that relay?

I agree. I mean I think Brazier can do it this year (if not right now) once he puts in some real work. When he broke his American Indoor record by a sliver he was far from sharp. I would be shocked if he can't run 45.9 or below if he actually focused on it. He does want to be a US 4 by 4 team. He's obviously pretty confident he's on that 45 level at least.
Sowinski is no speedster but he ran 46 and 3:44. That means that there are many guys who can run 45 and 3:45.

Yes he could.
He ran 2 sub 46 sec relay legs: 45.5 and 45.6; not to mention a 46.3 on cinders.
The usual conversion is about 0.7 from relay to open from scratch, but as the video link below shows, when he ran his 45.6 split in 81 (90mins after front running a 1:44.0 800m), he stumbled at hand over and was at a standing start as he passed the finish line for the beginning of his leg. That was easily a sub 46 run. And of course he ran a 3:29 1500m.
