All in the subject line. Is Michael Saruni the first athlete to accomplish this type of capability from 400 speed of 45 to manage to also have the strength to run 3:45 for 1500? Let alone doing that 3:45 in a tactical race. He is likely in sub 3:40 shape.
The one who could have done that I would say would be Seb Coe. his fastest 400 race was 46.8, not that he ran many when at his peak.
He might be the first to have done it officially, but Wilson Kipketer was certainly capable of 45.xx and ran 3:59 in the mile.
Rudisha ran 45.5 for 400m and obviously 1:40.9 for his WR 800m. I don’t know that he ever ran a 1500m, but I think it can be assumed he would well run under 3:45.
Juantorena dabbled in 1500 before retiring and may have beat 3:45.
José Luiz Barbosa has done it first officialy.
Clayton Murphy has done it inofficially (400m relay split under 46).

Murphy has 45.95r and 3:36.
Brazier has a 45.x indoor split and a 3:35. If he gave it a decent shot I’m sure he could run 45 open and 3:30.

Wikipedia confirms that Coe split a 45.5 in 1979.
