Yes, some countries like Canada and New Zealand have more stringent standards than qualifying standards or world ranking. They evaluate an athlete on whether they can make the final or place high. If they don't think an athlete can meet their criteria they send no one. Countries like the U.S. where athletes select themselves by finishing top 3 and having the standard send everyone. In other countries, if there is government funding and a selection committee, there are additional standards to meet. It's not laissez faire like it is in the States.
