Correct. They don't want lockdowns and restrictions, but yet they complain about the things put in place to prevent lockdowns and restrictions.
Why would we believe "We can go back to normal if we do XYZ" when we've been told lies of that nature for a full year?
March 2020:
"We just need 2 weeks to flatten the curve and build extra hospital beds so our healthcare system isn't overwhelmed. Then we can go back to normal."
April 2020:
"Another 2 weeks ... Another 2 weeks ..."
The term "New Normal" starts getting used by talking heads.
May 2020:
"Ok, we can go back to normal, but by 'back to normal' we really mean 'phased re-opening'. And by the way, you have to start wearing masks even though cases went own the past 2 months sans mask wearing."
June 2020:
"New goal: we can't go back to normal until we get a vaccine, which we could have as early as this Fall."

"Vaccine trial shows 90% effectiveness!" (this news coincidentally drops after Election Night)
"But it's not enough that we have a vaccine, we actually need to administer it to everyone, which should take about 1 year."
December 2020:
"New variant, but don't worry, some pharma spokesperson on MSNBC says the current vaccines will work against variants."
January 2021:
"Well, the vaccines are 'less effective' against the variant, but don't worry, they're still 'effective', kinda."
February 2021:
"Ok, it's official ... one of the vaccines isn't effective against one of the variants ... but we can still beat the variants if enough of us take the vaccines and we do lockdowns in the meantime."
