Even this bill doesn't really hit the mark. It doesn't really do what needs to be done. But it gives us a tiny chance.

To the extent that you're talking, at least in part, about climate control measures, I think that the existence of Trumpism suggests a nearly impossible task for those hopeful of convincing a significant fraction of Americans to be concerned about climate change. Before Trumpism, it was already an uphill battle. Even, arguably, amongst fairly well-educated and fairly decent Americans. Even if they accept that it's happening, to what degree? And is it a big enough worry to spend billions or trillions to mitigate? Again, always an uphill battle.
Trumpism is, I think, a dagger to the heart of any hope. If THAT guy can convince roughly half of voting Americans that a bald-faced lie isn't a lie - and that stealing elections is OK - WHAT chance does anyone have of convincing those sorts of people about climate change? Especially when the argument is so clearly tied to the liberals they love to hate? Geez, it's got to be damn near zero.
