1) The Georgia bill now allows restriction of voting hours but does not mandate it. The actual hours are up to the local elections board. But because the legislature can now take control of local election boards, they can effectively set the hours. So if the Republicans in the legislature want to make black counties stop voting at 5pm, they can now do that.
2) I don't understand what you are complaining about. Your second point doesn't seem to make sense.
3) Having an elderly care program is infrastructure. Maybe it's not the first thing you think of when someone says, "infrastructure", but that's what it is.

An elderly care program clearly falls under "organizational structure" needed for the operation of a society.

Expanding public funding from K-12 to pre K and college would provide more infrastructure.
And providing for elderly care would further expand our infrastructure.
Greater internet access would help our infrastructure.
Greater medical access would help.
Maintain and build more roads and bridges.
EV charging stations.
There are so many things that help society and the economy as a whole that aren't efficient or profitable in the private sector.

That last sentence is the money quote. Most of what government does is all about infrastructure.
If Republicans plan to fight this bill based on the definition of infrastructure they will lose out big time. Frankly, if they fight it at all they will just be seen as obstructing our nation's future.
The best strategy for Republicans would be to come up with a better way to pay for it. Then they could reclaim the title of the "fiscally responsible" party instead of just being the party of "no".
But Republicans seem to be all out of ideas. They got nuthin'. And it shows.
