I never understood these either or questions. Why not both? Do one one week and the other the next week or even the other run later on in the week. Or even both in a workout? If you're asking which one you should do today, I'd recommend getting a coach or find a runner with more experience than you to look at overall at what you have been doing, look at what short term and long term goals you are training for. Than make a decision from there.
I was referring to more of the benefits. Do Fartleks work strength in the same way tempos do?
2 on 2 off is basically an aerobic capacity workout if you run it fast enough. 1 on 1 off can be a variety of things depending on the paces/efforts.
Fartlek is great for building fitness without stressing about splits. Just run at a certain effort for what stimulus you want and have an appropriate recovery.
Tempo is an LT workout.
Usually athletes do fartlek in base phase so they don't get in their head due to the slower paces at that point in the season, then they do track work later in the season. Some athletes love fartlek and it all season long.
Tempos are easy to get carried away on, way too many people turn them into races, but with a little self control you can do them all season long with great benefit from doing so.

A 20 min Tempo @ the correct pace of your current 10mile -Half pace is also a strength type workout. Best to run these on a track or flat loop where you can keep a narrow pace.
Fartlek is a good break from the more precise work on the track. Effort or feel is what fartlek is about. It's pretty well interval work off the track that is more low key and less structured.
Most coaches will want both somewhere in the schedule.
