Hard to say all the facts with limited info, but if someone lists their applicable PRs as being 10.63 100 meter/4:21 1500 meter, you assume they have raced the 1500 more than once. PARTICULARLY if they were also doing "lots" of ten mile runs at 6 minute pace or faster. I would imagine that a 10.63 runner who was also able to hold 6 minute pace for an hour would run at least 4 flat in the 1500, if not a good deal faster.
By the time I was able to reliably run 10 mile training runs in an hour or faster, I was probably in at least 4:10 1500 shape. And that was with my 100 meter speed probably between 12.5-13 flat, if I ever raced out of blocks (in other words, WAY slower than sub-11).
Back to the original question, I knew a guy in college who ran 11.3 in the 100 in high school, and ran around 2:45 in the marathon his senior year of college (NAIA track). He wasn't particularly devoted to training, but I think he could have gone either sub-11 or sub-2:30 if he really committed himself to it. I don't think he could have done both at the same time, but perhaps with just a couple years between performances. His actual stats for the 100 meters and half marathon in college were something like 11.6 (he didn't train with the sprinters but occasionally got stuck in the 100), and 1:16 for the half marathon. I always thought he should have been faster at the middle distances, but he never had any real standout performances considering his range.
